    qa/src/chkctx2.c: fix botch in last change
    
    qa/024 is failing everywhere because I made a mistake in the
    last round of pmLoadNameSpace() changes ... for chkctx2 we
    MUST always call pmLoadASCIINameSpace, even if there is no
    -n argument and namespace == PM_NS_DEFAULT.
