Noticed while working on active probing. One should be able to pass 'const __pmSockAddr *' to __pmSockAddrToString(). This change does not affect existing callers. 

on the brolley/dev branch of pcpfans.

__pmSockAddrToString() should (and now does) take (const __pmSockAddr *).
