rc_pmie - gotcha! don't remove $PCP_TMP_DIR/pmie
Finally tracked down the root cause of bizarre pmie QA failures
... qa/504 was tripping a bug in the "stop" case for the pmie
init script that removed $PCP_TMP_DIR/pmie rather than removing
all the files in this directory.

qa/common.config - tweaks for socks and cisco hosts
Make sure values are always set, so we can test in the QA scripts
for a value that means "not today Jose".

Revert "pmie - quieten warning after tmp dir perms change"
This reverts commit 6717436693b165a1a5401d3577e078a2a5aa0cc8.
Problem was really a directory permissions botch, so reenable
the message unconditionally.

discovery.c unconditionally includes avahi.h, so cannot hide this
behind

perl install changes - fix Debian packaging issue
As per Nathan's suggestion, pure_install seems a safer target
than install for the perl generated Makefiles.
Tested on both Debian platforms where the old way was passing
and failing.
