Switch Debian to /usr/lib/pcp/bin for its PCP_BINADM_DIR after

Squash lib symbol warnings that are either wrong (e.g. symbols
in pmcd_pmda.so resolved in pmcd binary), or harmless and hard
to fix in our Makefiles (e.g. "foo.so shouldn't be linked with
bar.so, doesn't resolve any symbols").
