On all platforms, you can nowadays use the "extended" host syntax,
which in your case would be "localhost:1084" - in general its:
host[:port][@proxyhost[:proxyport]]
This works both from the command line (for all pcp tools), and from
within the pmchart GUI in the "new host" dialog boxes (in the Open
View and the New Chart dialogs).
