The rpm spec work and review has already mostly been done, see
773502 - Review Request: perl-Spreadsheet-read - universal API to read any spreadsheet

There are urls listed in that BZ to the RPM spec and src tarball

The problem was all in the end game (in a latter email exchange) - the
Fedora and EPEL perl maintenance collective didn't want to maintain yet
another perl package when they were actively trying to reduce this,
and I didn't want to maintain it either.

And yes it is present in various flavours of SuSE and Deb.
