qa assorted changes to match pmlogger_{check,daily} changes
Need to run as root now if QA forces the scripts to create the
new $PCP_RUN_DIR/pmlogger_daily.pid file. This matches many
production environments historically ... could be changed to
sudo -u pcp when these scripts are typically launched from
pcp's crontab.
