This was fixed back in January, somehow you're missing this commit :

    Ensure HZ is initialised in Linux proc PMDA.

    HZ was not initialized, so we are multiplying by -1 during certain
    calculations, and exporting incorrect values for some per-process
    CPU time metrics.

    This is a bug introduced when we split the proc PMDA off from the
    Linux PMDA.
