commit c15fabf40661f6395f9b92bd101be16e9900c46c

Add in the rsyslog PMDA (http://www.rsyslog.com/)

This PMDA exports statistics from rsyslog, where in recent versions
(from 5.6.x series I believe, tested on 5.8.0 though) instrumentation
has been added covering queue length, max queue depth observed, etc.

Man page covers how to set it up with a named pipe which works well
(no disk space issues to worry about - just get data out of rsyslog
address space into pmdarsyslog, and with fairly low overheads).

Extend PCP::PMDA so that the log tail mode can be used on named papes.
