pmdalinux: ensure softirqs table setup before sizing metrictab
Haven't reproduced this problem here, but have reports of this
being possible; it results in PM_ERR_PMID being sent to client
tools (Unknown metric identifier) if it happens. Add guard to
each sizing routine to ensure proc files have been read.

libpcp_pmda: allow string (metric name/inst) caches to be saved
This allows the interrupts/softirqs metric name:ID mapping to
persist across restarts as well.
