Thanks for this, but I'm still in the dark I'm afraid. ... the patch
only makes sense if there is .yml lines in the MANIFEST files, but I
don't yet understand how you get to this starting point.

If someone else understands this better than I, please jump in.

Looks like the pcp-3.6.4-1.src.tar.gz on oss.sgi.com has...

Trying to remember where this build was done ... I think it may have been on a Mac.
From a quick test, it looks like builds on RHEL and Debian/unstable behave differently.
So perhaps this problem can be resolved by simply building the src tar ball for oss downloads somewhere else (easily done, will do)?
