qa: tweak pmda install check_delay to stop flappy failures
A couple of pmdasimple tests are proving non-deterministic
with the 300ms metric verification check delay - originally
was 3sec, but reduced to speed up Install. Push the needle
back to 1sec, seems reliable for all cases now.

pmdaroot: fix failures in tests starting pmdasummary
A handful of tests were failing to start the summary PMDA
with PMCD_ROOT_AGENT set. Turned out to be an issue with
the tokenization logic in pmdaroot agent.c - simplified,
added some diagnostics, bug fixed and now all pass.

sampling intervals from 15m to 10s down to 1s.
