    Allow pmdalogger to be installed on multiple platforms
    
    Deal with O_CLOEXEC not being around on some platforms,
    add checks to pmdalogger QA tests for older versions which
    will notrun those tests if no PMDA found, and finally lift
    the Linux-only platform restriction for pmdalogger.
