Add two batch files that will be needed as an install exitop.
These scripts setup a DOS shell to run PCP commands (setup) and
install the PCP services so that pmcd and friends automatically
startup at boottime (and in general do the right thing when we
are given commands by the Windows service manager GUI/utility).
