There is no need for a chicken-and-egg paradox.  The code can go in
harmlessly, and be ready for use in testing the fixes, or for use
for those unaffected by the pcp core bugs.

Similarly, I'm planning to add some pmwebd code to help brolley get
some early use out of the archive-directory machinery, which should
also be harmless to current users.
