It's great to see pmmgr/pmwebd mostly back in the fold. The
pcpfans.git fche/dev branch contains fixes that were lost in the code
movement. Most of them are documentation bits, and a few bugs (as
QA'd by existing test cases running in odd environemnts, or by QA test
cases as yet unwelcome in the fold).

pmmgr testing: quicken, avoid some granularity-edge races
After concerns, the time taken by the pmmgr 666 test case are now
reduced to about 6 minutes. [removed from merge]
Changes to pmmgr proper involve active avoidance of granular-mode
period boundaries. pmloggers are instructed to shut down one second
before, and new pmloggers are precluded from launching within that
transitional second. This seems to make the resulting archives'
timespans match the intuitive expetations.

pmwebapi: adapt to some libmicrohttpd's multiple "completed" callbacks
In some circumstances, we could receive two callbacks, and would try
to delete the postprocessor/context objects each time. Now, clear the
state variable after delete so we don't try it again.
Tested by preexisting 660 test case, failing with libmicrohttpd
