That is for an auto*tool facility whereby binaries can be
automagically prefixed by a string, so as to avoid conflict with
system binaries. It's used in some GNU toolchain programs, but
not for PCP, so that part's not really needed here. (I put it in
there for completness only.)

Indeed, that's just require access-to/testing-on other linux distros
to confirm their favorite flavors of rpm --eval.
