Well, the actions taken by the daemon need not be the same, but the
inputs to them/it are identical (the presence or absence of a remote
pmcd).  Maybe for default purposes combine the two, but make it a
configuration option for the pmlogger-server (maybe rename to
pcp-remote-pmcd-tracker?) to run pmlogconf AND/OR pmieconf.
