Justification: fails to build from source (but built successfully in the past)

Builds of pcp in minimal enviroments, as on the autobuilders, have
been failing:

pmapi.c:32:20: fatal error: Python.h: No such file or directory
compilation terminated.
error: command 'gcc' failed with exit status 1

Could you please add a build dependency on python-dev and confirm with
pbuilder or the like that no others are missing?
