pmdaoracle: build and packaging infrastructure updates
Fix up issues in the Install script, add a sample config file,
add a connection-test program to verify the Oracle setup, and
add Oracle PMDA domain number into the standard set.
(Not yet enabled in the build - needs some docs, QA and other
improvements still)
