Minor PIE*FLAGS change
Tweak makefiles so that where $(PIECFLAGS) and $(PIELDFLAGS) are
to be used they are appended to (rather than over-write) $(LCFLAGS)
and $(LLDDLAGS) respectively.
This fixes QA/512 which recently started failing.
