IIRC, its rpm/rpmbuild that is/isnt generating those pyo files.
There's some funky logic in the python build, for when rpm is 
driving the build, to keep track of these pyo files (refer to
PYTHON_INSTALL in builddefs).

This bit Chandana on RHEL4 too recently ... we don't really
know yet which situations these .pyo's are generated/not (all/
most modern rpm setups seem to create them).  May even be some
specific python/rpm/rpmbuild combos that don't do it?  Ugh.
