635 - rework how "drops" are determined
netstat -i reports RX-DRP, RX-OVR, RX-DRP and TX-OVR.
/proc/net/dev only reports "drop"s for Receive and Transmit ... this
appears to be the _sum_ of the DRP & OVR counts.
QA 635 was failing on a VM with RX-OVR != 0 (like it usually is).
