Seems reasonable and in the spirit of the other version retirement
changes.
I'm guessing this means pmnscomp-only change to generate v2 pmns by
default. Do you want to remove the ability to _write_ anything other
than a v2 pmns from pmnscomp? I'll need to retain the ability to read a
v1 or v2 pmns.
I suspect v0 pmns can be 100% poxed off, thoughts?
