broken pmda - build/make/check fixes
When the broken pmda was recently moved into its own directory,
the infrastructure was not adjusted to ensure make descended
into the correct places before "check" starts running tests and
when make clobber is performed at the top level.

When hostname -f does not return a domain name, the fallback
logic to use nslookup was wrong.
