pmchart - vertical axis unit scaling

Improved algorithm to adjust the PCP units for the vertical axis
so the axis label and axis scale values will fit within the available
real estate. Previously we could have values up to 10,000 and the
units lable of Kbytes/sec were chopped at the left margin ... this will
now be rescales to Mbytes/sec with a maximum value of 1,000 which
    fits and reads better.

    logimport documentation - new

This commit does a bunch of things ...

    1. retires the skeletal lab.pmimport.html document
    2. adds the all new howto.importdata.html document which conforms
to the new style (see also pcpdoc.css), passes W3C validation
(at http://validator.w3.org/check), includes a fully worked
       example
    3. adds a real style sheet (pcpdoc.css) to get all the style settings
in one place, although howto.importdata.html is the only current
       user of this
    4. Assorted build and packaging fixups so I can build debian packages
       again

pmchart - export and print fix ups

File -> Export and File -> Print had recently regressed due to some
combination of Qt and/or Qwt version differences. This set of changes
gets things more or less working again ... it is not perfect
    (a) there is a narrow band between the last plot and the start of
the time axis that I don't seem to be able to get drawn correctly
    (b) the scaling for File -> Print is never going to work for the time
axis, as the plot would need to be re-laid out to get the tick
marks and fixed point size for the text in the right place after
        scaling.
