Filter out pmcd_wait failed: exit status messages from pcp start
These messages sometimes appear on stderr, but sometimes are sent in
email to root (depends on the local setup). So filter 'em out as they
are not critical to the function of the qa tests.

Avoid race between pmlogger_check instances.
pmloggers started from pcp start script need to be running before the qa
test tries to run pmlogger_check. Made the guard more robust to avoid a
transient failure when a lock file is detected when two pmlogger_instances
are running.
