    Update the sample shping configuration file.  Noticed while
    running qa that it hardcodes paths to things in /usr/pcp/bin
    and /usr/etc (*cough*) ... and also has several old command
    invocations that are meaningless even on modern-day unix,
    let alone Win32.  Remove hard-coded paths (/etc/pcp.env sorts
    that all out), and update/remove a couple of the dated sample
    commands.

    Untidy structure field alignment in help.c - turns out this
    data structure is shared with chkhelp, and if they don't match
    exactly, QA failures result.  Make MinGW conditional structure
    size/offset changes in chkhelp as well, and fix up a very old
    comment in chkhelp.c.
