That's not correct.  If it helps your understanding of some of the
history, note that both libraries primary header files stated LGPL
all along and the top level PCP COPYING file states LGPL.  So this
was an exercise in sorting out original intentions and removing the
ambiguities.

Feel free to ask the question, but please do not make statements
like "you are changing the license" when you simply cannot know.
Perhaps choose a more tactful phrasing like  "It would appear as
if..."  - don't just assume and assert, thanks.

Yep, some 6 or so years before any involvement you had with the
project.  IOW, you do not have any background on the intentions
of the authors of this code (and none of it was authored by you
of course).

As I said, it's not a license change - that's an incorrect assertion
on your part.

The original intention in this code was to follow the PCP licensing
policy, which is LGPL for libraries.  I've known the other authors for
about twenty years so I have a high level of confidence in making this
license clarification, because I know their original intentions (heh,
we were the ones who added the PCP COPYING file...).
