pmdaoracle: implement a manual connection state change mechanism
Doug Nelson pointed out the persistent and auto-reconnect PMDA
connections mean it can be problematic getting a clean shutdown
of Oracle (ie, with no connected clients). This provides a new
storable oracle.control.connected metric allowing this state to
be manually managed.
