We made an earlier attempt to fix that via commit 1efc4cc21dfb9 but I
guess that's not worked out.

Its not likely pmcollectl is of much use to people for monitoring Darwin
kernels, so I guess a _notrun for non-Linux platforms is simplest course
to take here now.
