Do not do this! It is illegal to reduce window size; we are having fun with this at the moment. Also, it makes much more sense to use tc, not iptables, to do this. And you're better off setting the ECN bit on ECN-enabled packets, and dropping non-ECN packets. Hope that helps, Rusty.
