I guess the problem is not the link-local address, you can specify
site-local addresses too and I had created route entries statically
earlier for site-local addresses without any problem.
Have you ever tried providing the prefix for the destination address
(or network) in your route command?
Not sure what the length of your network prefix is but here is the example
For eg. route -A inet6 add fec0::202:2dff:fe0/<prefix len>
gw fe80::202:2dff:fe0d:b94a <dev name>
