Hi,
AFAIK kernel will fragment a raw packet if it exceeds the MTU of outgoing
interface.

Just a quick question before I try some prototyping.  If I have a raw socket
and
set IP_HDRINCL, then send out an IP packet larger than the underlying
physical
layer can handle (say 2KB packets over ethernet) will the ip stack fragment
the
packet for me?
