ARP request with incorrect (?) source IP

Hello,

I have a little problem here with linux-2.2.12 router, it generates weird
ARP requests, with the following config:

Linux-2.2.12 server
        - two ethernet segments: 192.168.12.1/24 and 192.168.13.1/24
        - route 10.10.0.0/16 to 192.168.13.2
        - DNS-server bind-8.2.2-P5 listening both addresses

Tigris access-router, 192.168.13.2
        - default-GW 192.168.13.1
        - dialups using 10.10.0.0/16 addresses.

When the dialup-host 10.10.10.65 makes a DNS lookup to 192.168.12.1, on segment 192.168.13.1/24 we see this:

12:15:50.685128 8:0:3:6:12:49 0:c0:95:e0:27:e3 0800 79: 10.10.10.65.1027 > 192.168.12.1.53: 1+ (37)
12:15:50.685583 0:c0:95:e0:27:e3 ff:ff:ff:ff:ff:ff 0806 42: arp who-has 192.168.13.2 tell 192.168.12.1


the linux server makes ARP request with 192.168.12.1 as source address,
which seems a little weird to me... Is this correct? At least the tigris access
router do not answer...

Any ideas?
