No, this is the _BAD_ part, shit accumulates equally with
useful reports.

Useful reports in non-bugtracking system environments get
retransmitted and eventually looked at.

I think you are putting too much work on the bug reporter(s). If you want to ignore bug reports that only happen once, feel free, but give the rest of us a way to easily keep a history and list of bug reports.

For instance, where is the list of open networking bugs for
2.4 now?
