well, practically it should work fine as long as it is incremented properly
but it might break some things like for example the siit rfc says that while
translating from ipv6 to ipv4 :

the frag_off field in ipv4 header = lower 16 bits of frag_off in ipv6 frag
header....

so if it's not in nbo, then it may create problems in such cases...
