* oid_mgt.[c,h] : added type to oids. New functions :
  oid_cpu_to_le(), mgt_le_to_cpu() and mgt_response_to_str().

* isl_ioctl.c : use private sub-ioctls. Added a
  bunch of private sub-ioctls. Removed the le??_to_cpu and
  cpu_to_le??. Give the error code when sending wireless
  events.
