[PATCH] MLDV2: Use IANA icmpv6 type for MLDv2 Report

Hello.

IANA has finally assigned an ICMPv6 type for MLDv2 Report.
(See: <http://www.iana.org/assignments/icmpv6-parameters>)

Patch also applies to 2.4.
