I feel this is 100% precise diahnosis.

Pekka, is it worth to graft local addresses back when loopback goes up?
Actually, this is too easy and will stop the confusion, at least when
loopback is not held down forever.
Argh, I believed that after several years of 2.2 generating funny messages
when loopback is down, all the people undertood that downing loopback
means death of network. This was mistake. :-)
