   If nf_register_hook() returns something like -EREGISTERED life
   would be good.

I would like to ask people to work on this solution.  To me it seems
obvious that this would be highly desirable behavior for other
reasons.

NF should be checking to ensure it's own data structure integrity
in cases like this one where it certainly can do so.
