Like all the messages starting of this prefix, it means serious bug.
In this case it is harmless. If you, not changing anything more,
add to that line:
if (tp->fackets_out > tp->packets_out)
printk("Yes, it is\n");
and will see that each assertion is followed by this message,
you will remove the last doubts in its harmlessness. 8)
