No, but in http://oss.sgi.com/projects/lockmeter/download/old there are
v1.4.9 patches for 2.4.6 and 2.4.9. You ought to be able to take one of
those and manually fix whatever patch problems arise.
A newer v1.5 against 2.4.18 is in the v2.4 subdirectory, and various
v1.5 patches against various 2.5.x are in the v2.5 subdirectory.
I've been very lax in getting v1.5 against newer 2.5 and even against
2.4.20. That would be my personal focus, not crafting a v1.5 patch
against the much older 2.4.7.
