On Linux, compiled as a module, it requests a major number when the module
is loaded (or you can specify one when you load the module).  I think
fam/IMonLinux.c++ loads the module without specifying a device number, and
then looks in /proc/devices for the major number, and then does the mknod,
and then opens the device.
