Fix: Queries to the CDB would take much longer than anticipated during a
cluster transition; this lead to the scripts timing out and resulting in
"false" failed/running resource groups.
Timeout in scriptlib2.sh for retrieving the resource attributes increaed from
10s to 60s; all MAXEXECTIME settings for the resource types raised by one
order of magnitude.
