Error setting event mask???Device or resource busy

What exactly does this message mean?

Someone reported it in the Debian bug tracking system against my devfsd 
package.  I have not seen such an error before and can't reproduce it.

The user in question is using an "-ac" kernel.  Have other people using "-ac" 
kernels had any devfs problems recently?
