move sync code to its own file

The sync code in XFS is spread around several files.
While it used to make sense to have such a distribution,
the code is about to be cleaned up and so centralising it
in one spot as the first step makes sense.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
