Rationalize locking code somewhat - remove old debugging code and unused
fields in locks. Replace some empy functions with macros which do nothing.

There is a slight change in the license terms and conditions words
to go with the copyrights, so most of the files are not getting
new GPL's, just updated versions ... but there are 20-30 more files
here as well.

Delete IRIX specific fields in mrlocks that are only used
in libsim. This was causing problems if some modules (libsim)
were build with DEBUG and others like xfs_repair weren't.

Make mrlocks use the irqsave version of spinlocks for now,
we may revert back later.... Also allow seperate compilation
and runtime control of the mrlock and mutex debug print
statements.

This file came from sys/sema.h but is mostly Linux stuff so
we moved it to this location.
