updated build mechanism to redhat's kernel-2.4.0-0.99.23 -- this is still broken and probably will be until redhat goes to 2.4.1 base

updated to redhat's kernel-2.4.0-0.99.5
except
1) did not take ac9 patch
2) did not get rid of pcmcia stuff because 1.4.2 would be super confused
   -- will do after 1.4.2 is out the door
3) need to fix megaraid, aic7xxx, and e820
4) did not remove ksymoops...where should this go? where did redhat put it?

updated build mechanism  closer to redhat's 2.4.0-0.10
