xfs qa changes to get thinks working on irix This was a bug in our QA. The call to the syssgi for BULKSTAT was missing the last ocount parameter, which causes fsstress to infinite loop.

Modify log/v2-log qa tests to run on IRIX as well as Linux. Change xfsctl() to do the right thing for XFS_FS_GOINGDOWN which requires the arg parameter for syssgi input argument and not the output argument.
